After the success of the first event of our new series Meet the Experts, we are pleased to announce our second event in the field of Fire Investigation. This event will be presented by Engineer Louis F. Bilancia, an electrical engineer specialised in fire origin and cause evaluations, who has performed nearly 600 fire and electrical investigations.
Fire Investigation is the analysis of fire-related incidents aimed at determining the origin and cause of a fire by conducting an extensive on-site investigation. Investigating a fire scene presents complex and difficult circumstances, especially because of the extensive destruction that frequently dominates the scene. Thanks to the development and progress in technology, chemistry and instrumental analysis, fire investigators can detect and identify relevant chemical materials, reconstruct, and identify igniters, and establish motive, modus operandi, and suspects.
Mr. Bilancia has 18 years of experience in forensic engineering, failure analysis, and expert witness. He specializes in fire origin and cause evaluations, including those where electrical activity may have been involved. In addition, he has been an adjunct professor at Portland State University for four terms, as well as an instructor for several classes to the International Association of Arson Investigators (lAAI) community in electrical evidence collection and the scientific method.
